The Department is withdrawing this rule from public consideration while the agency considers the technical complexities associated with implementation of this policy. This rule will implement part of section 4132 of the Food, Conservation and Energy Act of 2008 (Pub. L. 110-246) by authorizing the Food and Nutrition Service (FNS) to suspend the payment of redeemed program benefits to a suspected retail food store or wholesale food concern pending administrative action to disqualify the firm.
