The final rule updates Supplemental Nutrition Assistance Program (SNAP) requirements to reflect provisions of the Fiscal Responsibility Act of 2023 related to exceptions and requirements for able bodied adults without dependents. These changes include: (1) adding language about assisting low-income adults in obtaining work and increasing earnings to the program purpose; (2) updating the list of exceptions from the able-bodied adults without dependents (ABAWD) time limit; and (3) adjusting the number of discretionary exemptions available to State agencies each year. The final rule will also clarify State agency responsibilities, including to screen individuals before applying the work requirements and to assist individuals when verifying exception status.
