The proposed rule would revise subpart C of the TMR consistent with the Executive orders and the court's order by requiring the responsible official to identify NFS roads, NFS trails, and areas on NFS lands where OSV use can occur. The current rule makes this identification discretionary. The proposed rule would retain the flexibility in subpart C to establish a system of routes and areas where over snow vehicle (OSV) use can occur. The court ordered deadline for a final rulemaking has been extended to January 31, 2015, by the District Court of Idaho.
