<p><span class="TextRun SCXW140002978 BCX0" lang="EN-US" xml:lang="EN-US" data-contrast="auto"><span class="NormalTextRun SCXW140002978 BCX0">The Forest Service is proposing rulemaking as required by 16 U.S.C. 6214(f)(3)(A) that would amend existing regulations at 36 CFR 251.51 Definitions: Significantly restricted access to or occupancy of a recreation residence, and 251.57 Rental fees. The regulations define when access and occupancy are significantly restricted and when rent fee would be adjusted. Through the rulemaking, the Forest Service plans to&nbsp;provide recreation residence permit holders economic relief for not being able to use their cabins when the Forest Service determines that National Forest System lands needs to be closed to public access for public health and safety reasons during the normal season of use.&nbsp;</span><span class="NormalTextRun SCXW140002978 BCX0">The Forest Service also plans, through the rulemaking, to provide</span><span class="NormalTextRun SCXW140002978 BCX0">&nbsp;for a prorated refund if access and occupancy is significantly </span><span class="ContextualSpellingAndGrammarError SCXW140002978 BCX0">restricted</span><span class="ContextualSpellingAndGrammarError SCXW140002978 BCX0">, and </span><span class="NormalTextRun SCXW140002978 BCX0"> would </span><span class="NormalTextRun SCXW140002978 BCX0">define </span><span class="NormalTextRun SCXW140002978 BCX0">that term</span><span class="NormalTextRun SCXW140002978 BCX0">.&nbsp;This rulemaking will meet the Administration's priority to improve service delivery, customer experience, and reduce administrative burdens for those accessing public benefits and services.&nbsp; </span></span><span class="EOP SCXW140002978 BCX0" data-ccp-props="{&quot;469777462&quot;:[720,5040,5328,9360],&quot;469777927&quot;:[0,0,0,0],&quot;469777928&quot;:[1,1,1,4]}">&nbsp; </span></p>
