<p>The America COMPETES Reauthorization Act of 2010 enacted changes to section 26 of the Stevenson-Wydler Technology Innovation Act of 1980 (15 U.S.C. 3721) (the Act), which authorizes the Economic Development Administration (EDA) to establish Loan Guarantees for Innovative Technologies in Manufacturing. This Part establishes and regulates EDA's Innovative Technologies in Manufacturing Loan Guarantee Program (ITM Program), which provides guarantees for loans to small- and medium-sized manufacturers. The ITM Program loan guarantees are to encourage innovative manufacturing in the United States by providing loans to borrowers otherwise unable to qualify for traditional loans. The loans are to be used to finance projects that re-equip, expand, or establish a manufacturing facility in the United States and that use innovative technology or processes in manufacturing. The ITM Program loan guarantees also may be used to commercialize innovative products, processes, or ideas developed by research funded in whole or in part by grants from the federal government. The program is modeled after the Small Business Administration's 7(a) loan guarantee programs. The major sections of the regulations include Definitions, Eligibility Requirements, Proceeds Uses, Credit Criteria, Loan Applications, Maturities, Participation Criteria, and EDA's Purchase of a Guaranteed Portion.</p>
