The Department of Commerce (the Department) intends to seek comments from parties on regulations pertaining to the provision of cost of production information antidumping duty proceedings (19 CFR 351.301(c)(2)(ii) and 351.402(d)(3)). Proposed modifications would eliminate references to information provided by domestic interested parties regarding sales made below the cost of production in order to allege sales below the cost of production and allow for the Department's use of voluntarily-submitted information to calculate constructed value.
