<p>The Enforcement and Compliance Unit (E&amp;C) within the International Trade Administration of the Department of Commerce intends to issue an advance notice of proposed rulemaking to amend its regulations in antidumping (AD) and countervailing duty (CVD) proceedings governing service and administrative protective orders (APO) procedures. The purpose of these amendments is to improve E&amp;C's procedures and provide clarification to some aspects of E&amp;C's regulations. Specifically, E&amp;C proposes to amend 19 CFR 351.303 and related regulations to allow for electronic service via E&amp;C's automated ACCESS system and to address other related issues.</p>
