Pursuant to its authority under Title VII of the Tariff Act of 1930, as amended (the Act), the Department of Commerce (Commerce) is considering amending its regulations governing procedures related to administrative protective order (APO) and service of documents submitted in antidumping (AD) and countervailing duty (CVD) proceedings. This advance notice of proposed rulemaking will assist in identifying what, if any, regulatory amendments are necessary and advisable. Specifically, E&C intends to solicit comments regarding electronic service via Commerce's automated ACCESS system and other related issues.
