<p class="xmsobodytext" style="margin: 0in 12.0pt .0001pt 21.0pt;">Pursuant to its authority under title VII of the Tariff Act of 1930, as amended (the Act), the Department of Commerce (Commerce) proposes updating its regulations to codify several of its procedures and practices with respect to the enforcement and administration of the antidumping and countervailing duty laws, including the cash deposit regulation to address the application of cash deposits on a value and per unit basis, the use of producer/exporter combinations, the antidumping duty cash deposit hierarchies, the countervailing duty hierarchy, and the effective dates for cash deposit rates after Commerce makes corrections for ministerial errors. Commerce also proposes to codify and update its separate rate practice for nonmarket economy antidumping duty cases, including clarifying the requirements of separate rate applications and certifications.&nbsp; Further, Commerce proposes to codify its respondent selection methodology, calculation of all-others rates, separate rates, and review-specific rates, and update its voluntary respondent regulation.&nbsp; In addition, Commerce proposes to update its facts available regulations to reflect past statutory changes, amend its collapsing regulations to codify its practice in collapsing non-producing entities, and revise its economic comparability regulation.&nbsp; Finally, Commerce proposes to update several of its countervailing duty regulations to bring them into conformity with its practices and procedures.</p>
