<RULE_TITLE>Amendment 15 to the Pacific Coast Salmon Fishery Management Plan</RULE_TITLE>
<![CDATA[Amendment 15 to the Pacific Coast Salmon Fishery Management Plan (FMP) would implement provisions that provide de minimis fishing opportunity during periods when the status of Klamath River fall Chinook is such that no fishing opportunities would be allowed under the current FMP without use of the emergency rule process, as was necessary for the 2006 salmon season. The conservation objective for Klamath River fall Chinook, which includes an annual natural spawning escapement floor of 35,000 adults, with respect to determining when stock status would trigger a Conservation Alert or an Overfishing Concern, will not change.]]>
