Regulations at 50 CFR 622.41 incorrectly identify the commercial quotas for three Individual Fishing Quota program species complexes (other shallow-water grouper, deep-water grouper, and tilefish) as annual catch limits. The quotas in the regulations are equal to the annual catch targets, not the annual catch limits. This rulemaking would correct the regulations to identify the established quotas as the annual catch targets and would add annual catch limits to the regulations.
