<p>This interim rulemaking would establish conservative Pacific Coast groundfish harvest specifications and management measures based on the lower of either the existing 2014 harvest level or the proposed 2015 harvest level. This allows quota to be issued without risk of exceeding the ultimate annual harvest level; any additional quota allowed by the final 2015 harvest levels will be issued by the 2015-2016 harvest specifications and management measures final rule, which is anticipated to be in effect no later than March 1, 2015.</p>
