This proposed action would propose to implement the Western Pacific Fishery Management Council's Amendment 8 to the Fishery Ecosystem Plan for Pelagic Fisheries of the Western Pacific. This Amendment incorporates management measures adopted by the Western and Central Pacific Fisheries Commission. Specifically, the Western Pacific Fishery Management Council adopted conservation and management measures 2010-01 to end overfishing and rebuild the western and central North Pacific stock of striped marlin. Under the proposed framework of Amendment 8, NMFS would propose to implement the Council's recommended annual catch limit for striped marlin for U.S. fisheries operating in the western and central Pacific Ocean. The associated rulemaking would also propose to implement a Council-recommended annual catch target for Hawaii-permitted longline vessels.
