<p>The Deep Seabed Hard Mineral Resources Act implementing regulations at 15 CFR 970 provide for NOAA's issuance of licenses for the exploration of deep seabed hard minerals. The provisions cited below pertain to exploration activities occurring prior to enactment of Deep Seabed Hard Mineral Resources Act in 1980 and appear to no longer have any operative effect, specifically: (1) 15 CFR 970.301, which provides requirements for applications based on pre-enactment exploration. Such applications were due to be submitted to NOAA no later than March 12, 1982; and (2) 15 CFR 970.2402, which provides notice requirements for companies engaged in pre-enactment exploration. This notice was due to NOAA no later than February 1, 1981. Although the Office for Coastal Management (which implements the Deep Seabed Hard Mineral Resources Act Program at NOAA) believes these provisions may be appropriate for removal, further review will be necessary to determine if removal would result in any unforeseen consequences to the overall Deep Seabed Hard Mineral Resources Act Program.</p>
