Upon request from the U.S. Marine Corps (USMC), the National Marine Fisheries Service (NMFS) plans to propose regulations to govern the unintentional taking of marine mammals incidental to training operations at the Marine Corps Air Station (MCAS) Cherry Point Range Complex off North Carolina. The proposed regulations will set forth the permissible methods of taking; means of effecting the least practicable adverse impact on the affected species or stocks and their habitats and, if applicable, on their availability for taking for subsistence uses (i.e., mitigation); and requirements pertaining to the monitoring and reporting of such taking.  Letters of Authorization (LOAs) issued under the regulations would authorize the take of marine mammals incidental to the specified activities for a 7-year period. USMC’s proposed training operations involve the use of live (explosive) and inert (non-explosive) ordnance, and small boat maneuvers. These activities would occur at the in-water bombing targets Brant Island (BT-9) and Rattan Bay (BT-11) located in Pamlico Sound, North Carolina (NC). The only species of marine mammals that could be affected is the common bottlenose dolphin.
