<p>On May 15, 2025, the National Marine Fisheries Service disapproved Amendment 25 to the Northeast Multispecies Fishery Management Plan (FMP). The review of Amendment 25 concluded that the procedural approach to using Framework 69 as a companion action to Amendment 25 to implement management measures for the new stocks of Atlantic cod did not fully address the requirements of the Magnuson-Stevens Fishery Conservation and Management Act and&nbsp;remanded it to the Council. To resolve the reasons for disapproval, the Council must include the elements necessary for the action to be consistent with the National Standards and required provisions of the Magnuson-Stevens Act. The New England Fishery Management Council, through public meetings and in consultation with NOAA&rsquo;s National Marine Fisheries Service, is expected to revise and resubmit Amendment 25. The proposed action would implement new stocks and management measures for Atlantic cod developed by the Council in a revised Amendment 25 to the Northeast Multispecies FMP, pursuant to the rulemaking authorities under sections 303(c) and 304 of the Magnuson-Stevens Fishery Conservation and Management Act. Proposed measures are expected to include status determination criteria (SDC), specifications, commercial management measures, and recreational management measures for four new Atlantic cod stocks: new stock unit of Eastern Gulf of Maine (EGOM) cod, new stock unit of Western Gulf of Maine (WGOM) cod, revised stock unit of George Bank (GB) cod, and new stock unit of Southern New England (SNE) cod.</p>
