This rule amends regulations of the DOC's Bureau of Economic Analysis (BEA), to set forth the reporting requirements for the mandatory BE-120, Benchmark Survey of Transactions in Selected Services and Intellectual Property with Foreign Persons. This survey applies to the 2017 fiscal reporting year. The benchmark survey covers the universe of transactions in selective services and intellectual property and is BEA's most comprehensive survey of such transactions. This mandatory survey is conducted under the authority of the International Investment and Trade in Services Survey Act (the Act). Unlike most other BEA surveys conducted pursuant to the Act, a response is required from persons subject to the reporting requirements of the BE-120, Benchmark Survey of Transactions in Selected Services and Intellectual Property with Foreign Persons, whether or not they are contacted by BEA, to ensure complete coverage of intellectual property and services transactions between U.S. services providers and foreign persons.
