        <ABSTRACT><![CDATA[This rule describes how articles the President determines no longer warrant control under Category XI (Military Electronics) of the United States Munitions List (USML) would be controlled on the Commerce Control List (CCL).  These articles would be controlled under four new ECCNs -- 3A611, 3B611, 3D611, and 3E611.  The rule also describes how certain cryogenic and superconductive equipment that the President determines no longer warrant control under several categories of the USML would be controlled on to the CCL under four new ECCNs -- 3A620, 3B620, 3D620, and 3E620.  This rule also describes how certain radar and laser altimeters and related software and technology would be controlled under ECCNs 7A106, 7D106 and 7E106.  This rule is one in a planned series of proposed rules describing how various types of articles the President determines, as part of the Administration's Export Control Reform Initiative, no longer warrant USML control, would be controlled on the CCL and by the EAR.  This rule is being published in conjunction with a rule from the Department of State, Directorate of Defense Trade Controls, which would amend the list of articles controlled by USML Category XI.]]></ABSTRACT>
