This second proposed rule clarifies the responsibilities under the Export Administration Regulations (EAR) of parties involved in routed and standard export transactions.  The focus of this second proposal sets forth the responsibilities of parties in a routed export transaction. This proposal replaces the document that transfers specific export responsibilities under the EAR that regulates the coordination and information sharing among the parties in a routed export transaction. Lastly, the Bureau of Industry and Security (BIS) proposes to revise the definition of several key terms used in the regulatory provisions of transactions discussed in this proposed rule.
