        <ABSTRACT><![CDATA[The Bureau of Industry and Security (BIS) regulates the export of crude oil,  and petroleum products (that were produced or derived from the Naval Petroleum Reserves (NPR) or became available for export as a result of an exchange of any NPR-produced or derived commodities) under the Export Administration Regulations (EAR) short supply controls.  A license is required for exports to all destinations, including Canada.  There is a supplement in the EAR that provides a list of controlled crude oil, and petroleum products (produced or derived from the NPR.  This list provides relevant Schedule B numbers and commodity descriptions of these short supply commodities.  Many of the Schedule B numbers are now obsolete and commodity descriptions have been modified.  This rule updates this list to remove obsolete descriptions and Schedule B numbers and add relevant descriptions and Schedule B numbers for these short supply commodities. This rule also clarifies a description of these products in another section of the EAR.]]></ABSTRACT>
