<p>The Bureau of Industry and Security (BIS) controls the export, reexport, and transfer (in-country) of dual-use and less sensitive military items through the Export Administration Regulations (EAR), including the Commerce Control List (CCL). Certain items may not yet be listed on the CCL or controlled multilaterally because they are emerging technologies and not yet subject to control. One such item is additive manufacturing equipment to print energetic materials,&rdquo; which are defined in the EAR as substances or mixtures that react chemically to release the energy required for their intended application. Subclasses of energetic materials include explosives,&rdquo; pyrotechnics,&rdquo; and propellants.&rdquo; In this rule, BIS is proposing controls on certain additive manufacturing equipment used to print energetic materials&rdquo; and related software and technology. This rule proposes to revise the CCL to add changes regarding this emerging technology, which the United States has proposed to be added to the Wassenaar Arrangement List of Dual-Use Goods and Technologies and Munitions List (WA Lists), as administered by the Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-Use Goods and Technologies (Wassenaar Arrangement, or WA). This rule also requests public comments to ensure that the scope of these proposed controls will be effective and appropriate (with respect to their potential impact on legitimate commercial or scientific applications).</p>
