The Bureau of Industry and Security (BIS) is publishing this rule to obtain public comments on proposed changes to the controls in the Export Administration Regulations (EAR) on spraying or fogging systems, and parts and components therefor, that are described in paragraph (i) of Export Control Classification Number (ECCN) 2B352 on the Commerce Control List (CCL). This proposed rule follows the August 13, 2018, publication of a notice of inquiry (83 FR 39921) by BIS that requested public comments on potential options for amending these controls.
