<p>In this rule, the Bureau of Industry and Security (BIS) proposes to amend the Export Administration Regulations (EAR), the Commerce Control List (CCL), which identifies certain items subject to Department of Commerce jurisdiction. Specifically, BIS proposes to add certain items and remove certain items controlled for crime control (CC) reasons on the CCL, and remove the application of CC reason for control for certain other items.&nbsp; BIS proposes this action to advance U.S. foreign policy objectives related to the promotion of human rights throughout the world.&nbsp; This rule is one of several regulatory actions planned and intended to address such concerns.&nbsp; In drafting these amendments, BIS is considering comments submitted by the public in response to a July 17, 2020 notice in drafting these amendments.&nbsp; BIS published the notice of inquiry to help inform the agency&rsquo;s periodic review and update of items controlled for crime control and detection reasons in the interest of updating the EAR&rsquo;s controls on such items, thereby promoting human rights globally.</p>
