<p>This final rule removes DoD&rsquo;s regulation concerning Military Payment Certificates (MPC), which are no longer used by the Federal Government or DoD based on U.S. Treasury guidance and use of smart card technology. MPCs were discontinued in the late 1990s based on the U.S. Treasury's determining that the remaining stock from the Vietnam War could no longer be used and that&nbsp;it would take several years to replace them with new MPCs. The Army determined that going forward, the EagleCash Stored Value Card (SVC) would be used&nbsp;in lieu of MPC. Therefore, this part can be removed from the Code of Federal Regulations.</p>
