The Department of the Army is proposing revisions regarding  the loan of Army materiel. This will update a rule  last updated August 30, 1996 (61 FR 45890) to remove outdated and internal content. It will discuss special authorization and procedures for loans of Army materiel. Although Army property is not normally used for other than the Army’s primary mission, under conditions described within the rule, materiel not immediately needed to support mission requirements may be issued, exchanged, sold, and loaned to organizations of the Department of Defense (DoD) elements, non-DoD Federal departments and agencies, Civil Governments, special activities, and others.
