This action removes a final rule last published December 22, 1976 (41 FR 55712), as it is inconsistent with the Department of Commerce regulation codified in 37 CFR part 404, most recently updated March 8, 2006 (71 FR 11512), regulating licensing of government-owned inventions and by all federal agencies. This removal supports a recommendation of the DoD Regulatory Reform Task Force.
