<p>In 1988, the U.S. Army Corps of Engineers (Corps) issued a final rule on procedures for implementing the National Environmental Policy Act (NEPA) for activities that require Department of the Army authorization under sections 9 and 10 of the Rivers and Harbors Act of 1899, section 404 of the Clean Water Act, and section 103 of the Marine Protection, Research, and Sanctuaries Act of 1972, as amended. The Corps would conduct rulemaking to determine whether to amend its NEPA regulations for the Regulatory Program with targeted updates at 33 CFR part 325, appendix B, to conform with&nbsp;any forthcoming Council on Environmental Quality (CEQ) final NEPA regulation. In a separate rulemaking action, the Corps&nbsp;would propose&nbsp;to update the NEPA implementing procedures applicable to all of the Corps&rsquo; Civil Works Programs.</p>
