DoD is amending the Defense Federal Acquisition Regulation Supplement (DFARS) to provide guidance to contractors submitting a proposal to negotiate forward pricing rates. This rule promotes the increased use of forward pricing rate agreements to reduce administrative costs, in accordance with DoD's Better Buying Power initiative, and to promote greater efficiency and productivity in the preparation and review of forward pricing rate proposals. The amendment to DFARS 215.403-5 adds instructions to contracting officers to request contractors to submit the Contractor Forward Pricing Rate Proposal Adequacy Checklist at table 215.403XX with forward pricing rate proposals. DoD does not expect this rule to have a significant economic impact on a substantial number of small entities.
