DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement to implement section 893 of the National Defense Authorization Act for Fiscal Year 2017 to revise the requirements for review of contractor business systems. This rule proposes to implement section 893 by authorizing third-party independent auditor reviews of contractor business systems, thereby eliminating the need for further review of the contractor business systems by DoD. The authority applies to contractors who have covered contracts with the Government that make up more than 1 percent of their total gross revenue, except for those exempt from using full cost accounting standards (exempt from 41 U.S.C. 1502).
