DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement to implement a DoD policy that is currently in development to implement section 1655 of the National Defense Authorization Act for Fiscal Year 2019. Section 1655 requires certain offerors and contractors to disclose foreign obligations. This rule will create new requirements to ensure offerors and contractors disclose foreign obligations and mitigation efforts prior to contract award and if discovered, at any time during contract performance.
