DoD is issuing a final rule amending the Defense Federal Acquisition Regulation Supplement to implement a DoD policy that has been developed to implement section 1655 of the National Defense Authorization Act for Fiscal Year 2019. Section 1655 requires certain offerors and contractors to disclose foreign obligations. This rule creates new requirements to ensure offerors and contractors disclose foreign obligations and mitigation efforts prior to contract award and, if discovered, at any time during contract performance.
