DoD is considering amendments to the Defense Federal Acquisition Regulation Supplement to implement section 804 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2021, and paragraphs (a), (b), and (d) of section 809 of the NDAA for FY 2017. Section 804 addresses the use of modular system interfaces in acquisition strategies for major defense acquisition programs and replaces the term "major system interfaces" with "modular system interfaces" as it pertains to such programs. Paragraphs (a), (b), and (d) of section 809 address the restriction, by contractors and subcontractors, of DoD’s rights relating to items or processes developed exclusively at private expense, and the negotiation of rights relating to items or processes developed with a mix of Government and private funding. DoD plans to host a public meeting to obtain the views of interested parties regarding the advance notice of proposed rulemaking. DoD will advertise the meeting in the Federal Register and on its website.
