DoD is issuing an interim rule to amend the Defense Federal Acquisition Regulation Supplement to implement section 1062 of the National Defense Authorization Act for Fiscal Year 2021.  Section 1062 requires that no funds be made available to institutions of higher education that host a Confucius Institute, other than amounts provided directly to students as educational assistance.  The Secretary of Defense may waive this limitation, after consulting with the National Academies of Sciences, Engineering, and Medicine.  Section 1062 also provides for management of the waiver process and includes definitions for Confucius Institute and institution of higher education.
