<p>This rule reissues 32 CFR part 57 to establish policy and assign responsibilities to implement the non-funding provisions 20 USC chapter 33 (also known and hereinafter referred to as "The Individuals with Disabilities Education Act (IDEA)"). This includes the provision of early intervention services (EIS) to infants and toddlers with disabilities and their families, as well as special education and related services to children with disabilities entitled under this part to receive education services from DoD. It also includes the implementation of a comprehensive, multidisciplinary program of EIS for infants and toddlers with disabilities and their DoD civilian-employed and military families, and the provision of a free appropriate public education (FAPE), including special education and related services, for children with disabilities who are eligible to enroll in DoD Education Activity (DoDEA) schools, as specified in their individualized education program (IEP). Monitoring of DoD programs providing EIS, special education, and related services for compliance with this part are also included. This rule establishes a DoD Coordinating Committee to recommend policies and provide compliance oversight for early intervention and special education. The revisions to this rule are part of DoD's retrospective plan under Executive Order 13563 completed in August 2011.
