This final rule removes 32 CFR part 168a concerning National Defense Science and Engineering Graduate (NDSEG) Fellowships. The overarching DoD issuance establishes the program; however, the details of how the program operates is contained in component implementing guidance. Therefore, the previously codified rule for the overarching DoD issuance is no longer required and will be removed from the Code of Federal Regulations. It has been determined that publication of this CFR part removal for public comment is impracticable, unnecessary, and contrary to public interest since it is based on removing DoD internal policies and procedures that are publically available on the Department's issuance web site. The revisions to this rule are part of DoD's retrospective plan under Executive Order 13563 completed in August 2011.
