<p>This rule establishes policies, assigns responsibilities, and prescribes procedures for signing End Use Certificates (EUCs) required by foreign governments for foreign defense items purchased by the United States. An EUC is a document signed by an authorized representative of the U.S. Government that identifies the end user of foreign products, and may provide that the use or transfer of the foreign product is restricted. The revisions to this rule are part of DoD's retrospective plan under Executive Order 13563 completed in August 2011.
