This rule implements policy, assigns responsibilities, and provides procedures for obtaining no-fee passports or visas, administering DoD Passport and Passport Agent Services. It also augments the procedures and requirements for foreign travel in the DoD Foreign Clearance Guide (FCG), provides instructions and control of forms required for passports or visa applications, and provides procedural guidance on the acquisition, issuance, and use of passports or visas for official travel.
