<p>This rule implements the requirement established in Executive Order 12473, Manual for Courts-Martial, United States, 1984 to review the Manual annually; establishes the organizational structure of the Joint Service Committee on Military Justice (JSC) and defines the roles, responsibilities, and procedures of the JSC in reviewing and proposing changes to the MCM and its supplementary materials and proposing legislation to amend the Uniform Code of Military Justice (UCMJ); and provides for assigning to the Secretary of a Military Department responsibility for publishing the MCM and its supplementary materials and for maintaining the JSC&rsquo;s files. The major provisions of this regulatory action include establishing the JSC&rsquo;s structure, organization, and internal operation, including providing for a chair and an executive secretary. The proposed rule also provides procedures by which the Department of Defense will consider and recommend amendments to the MCM, supplementary materials accompanying the MCM, and the UCMJ, including provisions for public notice and comment. The proposed rule also provides guidance concerning assigning responsibility for publishing the MCM and its supplementary materials to one of the Military Departments.</p>
