<p>This rule proposes to establish processes and procedures that members of the public must follow to gain access to DoD properties, governs conduct while on DoD property, and establishes penalties for violations of that conduct. This rule is issued in accordance with section 1069 of Public Law 110-181 and section 1086 of Public Law 114-92, which require the Secretary of Defense to develop access standards applicable to all military installations in the United States, to include protocols for determining the fitness of the individual, and standards and methods for verifying the identity of the individual.</p>
