<p>National energy goals to increase renewable energy production have prompted a large increase in applications to various Federal and state agencies to develop such resources as wind and solar energy. These energy sources can conflict with US military operations by creating physical obstructions, electromagnetic disruption, and glint and glare issues. The Clearinghouse acts as the Department of Defense&rsquo;s (DoD) single point of contact to protect the DoD&rsquo;s mission capabilities from incompatible energy development through mitigation strategies and other actions. This proposed rule will revise the existing Clearinghouse regulation at 32 CFR part 211 to reflect statutory changes in section 311 of the Fiscal Year 2018 National Defense Authorization Act (10 U.S.C. 183a). In compliance with the statutory revisions, the revised rule will formalize timelines for responses to developers of energy projects, specifies coordination with other federal agencies, provides for early outreach to developers through informal reviews of energy projects, and changes DoD level of authority to inform the Secretary of Transportation of an objection to an energy project due to an unacceptable risk to the national security of the United States.</p>
