The Department of Defense is finalizing a proposed rule to establish policy, assign responsibilities, and provide procedures for operational contract support (OCS), including OCS program management, contract support integration, and integration of defense contractor personnel into contingency operations outside the United States. This rule also removes unnecessary internal policy, designates contractor personnel as part of the DoD total force, adds a provision for contracts to include requirements for contractor personnel to report suspected cases of gross violations of internationally-recognized human rights, broadens the range of applicable operational scenarios, and incorporates other updates in accordance with 10 U.S.C. 2333.
