This rule finalizes the interim final rule published on December 30, 2019 (84 FR 71819-71822), which implemented section 621 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 to expand commissary access and authorize the collection of user fees by new patronage groups. The Department is required to collect a user fee when these new populations utilize a credit or debit card that creates a cost to the Department of the Treasury for processing these transactions.
