The Department of Defense Grant and Agreement Regulations (DoDGARs) need to be updated.  Much of the updating is required to: (1) implement Office of Management and Budget guidance to Federal agencies on various rules, policies and guides that will make up the DoD Grants and Agreements Requirements System (DGARS); (2) requirements for authorizations needed to allow DoD to make assistance awards; and (3) the DoD requirements regarding registration in the System of Award Management applicable to Federal grants, cooperative agreements, and other assistance awards as defined by 2 CFR part 200.
