<p>This final rule removes the regulations establishing the Technical Assistance for Public Participation (TAPP) program that set forth policies and procedures for providing technical assistance to community members of Technical Review Committees (TRCs) and the Restoration Advisory Boards (RABs) established at DoD installations in the United States and its territories.&nbsp; The regulations set forth the procedures for the DoD to accept and evaluate TAPP applications, to procure the assistance desired by community members of the TRCs and RABs, and to manage the TAPP program.</p>
