In 42 CFR part 2 (RIN # 0930-AA21). The changing health care landscape resulting from passage of the Health Information Technology for Economic and Clinical Health Act and the Patient Protection and Affordable Care Act has necessitated the application of 42 CFR part 2 to new health care models where coordinated care is required. The Substance Abuse and Mental Health Services Administration’s (SAMHSA’s) stakeholders have indicated that 42 CFR part 2 poses barriers to the effective integration of behavioral health and physical health care. A proposed rule was published in February 2016. SAMHSA plans to finalize this rule in 2016.
