The December 2016 Final Rule was made to have no force or effect by an enacted joint resolution of disapproval under the Congressional Review Act (H. J. Res. 43, 2017).  The December 2016 Final Rule amended Title X regulations to preclude prime recipients from using criteria in their selection of subrecipients that are unrelated to the ability to deliver services to program beneficiaries in an effective manner.  This action would withdraw the amendment in conformity with the enacted joint resolution of disapproval.
