This proposed rule would update the prospective payment rates for IRFs for as required under the Social Security Act (the Act). As required by the Act, this rule includes the classification and weighting factors for the IRF PPS’s case-mix groups and a description of the methodologies and data used in computing the prospective payment rates for FY 2018. This rule also proposes revisions and updates to the quality measures and reporting requirements under the IRF QRP.

The IRF prospective payment rates are updated as required under section 1886(j)(3)(C) of the Act. It responds to section 1886(j)(5) of the Act, which requires the Secretary to, on or before the August 1 that precedes the start of each fiscal year, publish the classification and weighting factors for the IRF PPS’s case-mix groups and a description of the methodology and data used in computing the prospective payment rates for that fiscal year.
