This proposed rule focuses on the enhanced federal financial participation (FFP) match for Medicaid mechanized claims processing and information retrieval systems required under SSA 1903(a)(3)(A)(i) and (B). The rule would reduce the enhanced match for eligibility workers (previously defined in 80 FR 75817, 75820 Dec. 4, 2015). This rule would remove certain eligibility determination costs, specifically for eligibility workers, from the definition of operations and maintenance for eligibility systems. Additionally, it proposes modifications for the standards and conditions for state systems and would incorporate more outcomes-based requirements.
