<p>On October 9, 2019, the President of the United States issued Executive Order (EO) 13891, Promoting the Rule of Law Through Improved Agency Guidance Documents. One of the requirements of EO 13891&nbsp;is that agencies, including SSA, consistent with applicable law, must finalize regulations, or amend existing regulations as necessary, to set forth processes and procedures for issuing guidance documents. This regulation meets this requirement.</p>
