We propose to update our hearing regulations by changing "telephone” to "audio” and changing "video teleconferencing” to "video” and permitting "audio" and "video" to be used as standard manners of appearance. These updates would allow us to accommodate additional manners of appearance at hearings, such as online video, and would provide flexibility to adapt to changing technology. Similar to our current policy, we would give claimants an opportunity to object to appearing by audio or video, except in very limited circumstances when we would require an appearance by audio. If a claimant submitted a late objection to appearing by audio or video, we would extend the deadline if the claimant showed good cause for missing it.
